Safety and Security

The primary goal of the Aviation Security Service (ASS) of the airport Ramenskoye (Zhukovsky) is a providing, in cooperation with other departments and services of the airport, protection of activity of the airport against unlawful interference according to standards, rules and procedures of aviation security.

Measures of aviation security include:

  • Protection of airport facilities inside and outside the administered territory;

  • Special control and inspection of passengers, baggage, cabin baggage, aircrafts, an airline meal, mail and cargoes;
  • Personal protection of aircrafts;
  • Delivery of special tools and weapon, deposited by the passengers for aircraft flight.

At the International airport Ramenskoye (Zhukovsky) for reasons of your personal safety is provided a number of mandatory procedures of aviation security.

At entrances in an air-terminal complex of the airport Ramenskoye (Zhukovsky) are equipped points of inspection. Persons entering into air-terminal complex as well as their belongings are subject to inspection using the technical means of inspection.

Prior to boarding the aircraft each passenger, their baggage and cabin baggage are subject to mandatory preflight inspection. The passenger, who has refused to pass preflight inspection and to show its belongings for inspection, to flight is not allowed.

Inspection at the airport is carried out in special premises (points of inspection), equipped with stationary inspection means and video surveillance systems.

Inspection is carried out at all internal, international and transfer flights.

During the preflight inspection you shall present a boarding pass and a personal identification document of the passenger.

Personal identification documents of a passenger are:

  • RF citizen passport;
  • International passport of the Russian Federation, regular international passport, diplomatic passport, service passport;
  • National passport of foreign citizen;
  • RF residence permit for persons without citizenship;
  • Birth certificate for citizens of the Russian Federation who has not reached the age of 14 years;
  • Seafarer's passport (certificate of identification of the seaman) in case of work-related journey;
  • Temporary identification card of RF citizen;
  • Certificate on returning into the country which citizen is the passenger;
  • Identification card of the officer, warrant officer of RF or CIS countries, except Georgia;
  • Military service card of military servant of the Russian Federations doing military service by conscription or under contract, with a mark about military service;
  • Travel document of persons without citizenship, refugees;
  • International admission of the United Nations for office travels;
  • Certificate of the deputy of the State Duma and The Council of Federation of the Federal Assembly of the Russian Federation (at internal transportations);
  • Certificate of deinstitutionalization for the persons released from places of confinement;
  • Certificate issued to convicted person who has obtained a permit to long-term or short-term departure beyond the places of confinement.
LIST OF KEY DANGEROUS SUBSTANCES AND ITEMS FORBIDDEN (ALLOWED SUBJECT TO REQUIRED TERMS) TO TRANSPORTATION ON BOARD THE AIRCRAFT BY THE CREWMEN AND PASSENGERS IN THE REGISTERED BAGGAGE AND BELONGINGS OF PASSENGERS

Appendix No.1 to Rules of carrying out preflight and postflight inspections
(Approved by the Order of Ministry of Transport of the Russian Federation dated July, 25th, 2007 No.104):

It is forbidden to transport on board the aircraft by the crewmen and passengers in the registered baggage and belongings of passengers, following dangerous substances and items:
  1. Explosive substances and items containing explosives, firing agents:
    • All gunpowder, in any packing and in any quantity;
    • Ball cartridges (including small-caliber);
    • Gas weapon cartridges;
    • Hunting capsules (percussion caps);
    • Pyrotechnic devices: signal and light flares, signal cartridges, landing sticks, torch cartridges (sticks), demolition matches, Bengal fires, railway petards;
    • Trotyl, dynamite, trilite, ammonal and other explosives;
    • Caps-detonators, electrical detonators, electrical igniters, detonating chord and igniting fuse etc.;
  2. Compressed and liquefied gases:
    • Gases for domestic use (butane-propane) and other gases;
    • gas spays containing nerve gas or tear gas etc.;
  3. Inflammable liquids:
    • Acetone;
    • Petrol;
    • Samples of inflammable oil products;
    • Methanol;
    • Methyl acetate (methyl ether);
    • Carbon sulphur;
    • Aethers;
    • Ethyl cellulose;
  4. Flammable solid substances:
    • Substances exposed to spontaneous ignition;
    • Substances educing inflammable gases at interaction with water:
    • Potassium, sodium, calcium metal and their alloys, calcium phosphide etc.;
    • Phosphorus white, yellow and red and all other substances falling under the category of flammable solid substances;
  5. Oxidation substances and organic peroxides:
    • Colloidal cellulose nitrate in granules or flakes, dry or damp, containing not less 25% of water or solvent;
    • Colloidal cellulose nitrate in pieces, damp, containing not less 25% of spirit;
    • Cellulose nitrate dry or damp, containing not less 30% of solvent or 20 % of water etc.;
  6. Toxic substances;
  7. Radioactive materials;
  8. Caustic and corrosive substances:
    • Strong mineral acids: hydrochloric, sulfuric, nitric and others;
    • Hydrofluoric (fluorid) acid and other strong acids and corrosive substances;
  9. Poisonous and toxic substances:
    • Any poisonous strong and toxic substances in liquid or solid state, packed into any container;
    • Brucine;
    • Nicotine;
    • Strychnine;
    • Tetrahydrofurfuryl alcohol;
    • Antifreeze;
    • Brake fluid;
    • Ethylene glycol;
    • Mercury;
    • All salts of hydrocianic acid and cyanic preparations;
    • Cyclone, black cyanide, arsenous anhydride etc.;
    • Other dangerous substances, items and cargoes which can be used as the attack tool on passengers, aircraft crew, as well as constituting a threat of flight of the aircraft;
  10. Weapon:
    • Pistols, revolvers, rifles, carbines and other firing, gas, pneumatic arms, electroshock devices, cutlasses, stylets, troopers' knife-bayonets, except for cases and in order established by the legislation of the Russian Federation.

Detailed list of dangerous substances and items forbidden to transportation on board the aircraft by crewmen and passengers is contained in Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284 AN/905 ICAO).

It is allowed to transport on board the aircraft by crewmen and passengers subject to observance of required conditions the following items and substances:
  1. In the registered baggage in cargo and luggage compartments of the aircraft with the isolated access of passengers to the baggage during flight:
    • crossbows, fish guns, sabers, swords, hatchets, yataghans, backswords, falchions, slashers, bayonets, daggers, hunting knives, switchblade knives, knives with locks, weapon simulators of any kind;
    • Utility knives (scissors) with a length of blade (razor) above 60 mm;
    • Alcohol drinks with alcohol content by volume more than 24% but no more than 70% in containers with a capacity no more than 5 liters, intended to retail, - no more than 5 liters per one passenger;
    • Liquids and alcohol drinks with the alcohol content by volume no more than 24%;
    • Aerosols, intended for use in sport or utility purposes, outflow valves of which containers are protected by caps from spontaneous release of contents, in containers with a capacity no more than 0,5 kg or 500 ml - no more than 2 kg or 2 l per one passenger;
  2. In the belongings in possession of passengers:
    • medical thermometer - one per a passenger;
    • mercury blood pressure monitor in a standard case - one per a passenger;
    • mercury barometer or manometer packed in a tight container and sealed up by a seal of the sender;
    • Disposable lighters - one per a passenger;
    • dry ice for cooling of perishable food - no more than 2 kg per one passenger;
    • 3% hydrogen peroxide - no more than 100 ml per one passenger;
    • Liquids, gels and aerosols classified as harmless:

    In containers with a capacity no more than 100 ml (or with equivalent capacity in other volume units) packed into reliably closed transparent plastic envelope with a capacity no more than 1 l - one envelope per one passenger.

    Liquids in containers with a capacity more than 100 ml are not allowed to transportation even in case if container is filled only partially.

    Medicines, baby food and special dietary requirements are deemed to be exclusions for transportation.

    The liquids acquired in duty free shops at the airport or on board the aircraft, should be packed into reliably closed (sealed up) plastic envelope providing identification of access to contents of an envelope during flight on which contained a faithful acknowledgement that this purchase is made in airport duty free shops or on board the aircraft in day (days) of a trip.

    The administration of the airport, aviation enterprise, operator is entitled to make the decision on introduction of additional Measures of aviation security on flights with the raised danger whereby to forbid transportation inside the aircraft of following items:

    • Corkscrews;
    • Hypodermic needles (in the absence of medical feasibility);
    • Knitting needles;
    • Scissors with length of a blade less than 60 mm;
    • Jackknife without fixing device, travel penknife with length of an edge less than 60 mm.
